Le centre de compétences pour la signalisation ferroviaire urbaine est situé au centre-ville de Toronto. The Bid Technical Lead (BTL) has a leading role in managing engineering deliverables in support of bids (act as SEM for bids). He/she is the technical focal point for the Engineering deliverables on bids across multiple disciplines. In addition, the BTL oversees the technical estimation activities for an entire signaling system. The BTL manages preparation of the technical milestones that are part of the bid process, such as the Solutions Orientation Review (SOR), and ensures the consistency of the design artifacts with the technical solution endorsed by the PDA.

The BTL directs and manages the Engineering bid support activities to achieve company objectives in terms of program schedule, financial and quality targets. This role requires a solid combination of technical and managerial foundations to lead the engineering effort on the bid to ensure that the solutions endorsed by the PDA are delivered to the schedules agreed upon with the Bid Manager.

Depending on the size of the bid and required experience, the BTL may act as a PDA or assume additional responsibilities as it may be required.

Key Responsibilities:

  • Drive technical activities, act as SEM for bids, manage technical milestones of the bid (such as SOR), ensure consistency of design with the technical solution and NRCs as defined by the PDA
  • Prepare project attributes list
  • Provide support to capture lead and Bid Manager to define detailed scope split
  • Review the functional engineering estimates: hours; technical risks and opportunities; assumptions and hardware items
  • Prepare the Bill of Quantity (BOQ) with input from engineering functional teams
  • Support bid manager for milestones through contributing slides, participation in milestone meetings (BKO, BBR, CCR, Gates 1/2/3, handover to project)
  • Support capture lead and sales team through interfacing with customers to present / clarify technical solution and attend workshops
  • Provide clarification to customer questions
  • Based on the required skills and if the need arises, the BTL may, depending on his/her competency, assume additional  responsibilities related to the following engineering functions:
    • PDA
    • System Architect
    • Technical Requirements Management
    • HW Design
    • HW Application Design
    • Support development of Deployment Plan
    • Solution Engineering Estimator
    • Support development of Project Schedule development
    • Non-technical requirements management
    • Support development of project contingencies
  • Bid deliverables that the BTL coordinates, and when required, may be expected to take full responsibility for are: DVas; Technical Description (TD); System architecture drawings; Installation SoW's; Subcontract and Major Items procurement specifications/SoW's; Interface documents/drawings  (VOBC/ZC/ATS ICDs, VOBC BBI); Compliance matrices (technical requirements); Import into DOORS and populate attributes for technical requirements (compliance matrix); Import into DOORS programmatic requirements; Systems Engineering Management Plan (SEMP)

Required Skills and Experience:

  • Bachelor’s Degree or higher in Systems Engineering, Mechanical Engineering, Electrical Engineering, or equivalent

  • Proven customer communication / technical management skills

  • Experience with DOORS, Visio, SAP, MS Office (Excel, Word, PowerPoint), Adobe Acrobat

Preferred Skills and Experience:

  • Experience with railway signaling systems, bids, requirements management, hardware design, site deployment, creation of BOQ (bill of quantity/materials), are desired

  • Experience in design engineering with emphasis on leading multidisciplinary engineering teams, are desired

  • Excellent team collaboration skills, people supervision skills

  • Work package management

  • Strong technical writing and communication skills

  • Self-starter who work successfully with minimum direction

  • Able to work in fast paced, dynamic team-oriented environment
