This is an opportunity to join the programme management team on a significant defence project contributing to the delivery of the Marshall ATM Programme to the MoD. Based in Reading, working in the PMO team  you will be an integral part of the Project Management community – in a role which requires application of the full range of project management competencies – including planning, scope and cost management, resource management and data interpretation to contribute to and aid management decision, direction and action. Depending on current experience and capability, the role will be tailored to offer a development opportunity - right through to proving leadership as a first amongst equals. Primary Purpose of the Role:

The principle purpose of the Project Controller (PC) is to drive the implementation of the MAPS Project Management and Controls processes for the MAPS Marshall work scope and lead the MAPS business reporting rhythm.  The Project Controller role combines Cost and Scheduling responsibilities into a single integrated role.

Through implementation of the Project Management Plan and Project Control System (PCS), the PC will execute project management for their assigned areas. They will operate ‘hand in glove’ with the Control Account Managers (CAMs) for their assigned areas and employ the full range of Project Management disciplines using the MAPS Controls principles suitable to an Earned Value Management (EVM) system. This will include: supporting the development and maintenance of the Work Breakdown Structure, Organisational Breakdown Structure and Responsibility Assignment Matrix, maintenance of Control Account Plans, ongoing maintenance and management of schedules within the Primavera toolset, performance data using Deltek Cobra (subject to experience) use of company finance and purchasing systems to present reliable cost relating to their assigned areas, implementing and reporting on EVM, providing timely and reliable management reports (and supporting reviews) as required by all stakeholders, support the management of Risks and Opportunities within their assigned areas – and the management, control and embodiment of changes as they impact schedule and costs.

Key Responsibilities and Tasks:

  • Operating as a key member of the Programme Management Team, supporting all discipline heads (Planning, Controls and Risk, Change & Configuration Management). Support skills and knowledge sharing – and developing others.
  • Epitomise embedded Project Management right across the programme with all managers and personnel – including engineers (providing ‘at elbow’ support), all the way up to Director level. Be the first ‘port of call’ at CAM reviews, Change Boards, meetings, workshops, etc. Be a positive contributor.
  • Working in an integrated manner across all of the supporting functions to promote high quality management information to support management action.

Skills:

  • Demonstrable application of Project Management Techniques/Processes and Earned Value
  • Experience user of Primavera and Cobra in an integrated project control environment
  • Knowledge of Project Control Systems as applied to large projects/programmes
  • Competent user of Microsoft Excel
  • Knowledge of Air Traffic Management processes
  • Familiar with SAP or Oracle business systems

Experience:

  • Previous successful Programme Management experience
  • Previous experience of project budgetary control and purchasing systems/procedures
  • Previous experience of planning for large design/build projects
  • Earned Value Management
  • Change Management
